Mr Ng Kok Wan was responsible for the establishment and development of Singapore's indigenous patent search and examination capability. In the space of three years from 2012 to 2015, Kok Wan built the IPOS S&E Unit from scratch into an International Searching & Preliminary Examining Authority (ISA)/(IPEA) in record time. Under his leadership, the S&E Unit corporatized to become IPOS-International, where he served as the Executive Director from Apr 2015 to Apr 2017. Kok Wan was also instrumental in building a patent analytics and technology foresighting capability for Singapore.
Kok Wan now drives efforts to transform the Registries – the IP regulatory arm of IPOS – to facilitate innovation in Singapore businesses. Prior to IPOS, Kok Wan was a Colonel in the Singapore Army, where he last served as the Head of Army Research & Technology. Kok Wan holds a bachelor’s degree (1st class honours) in Physics from Imperial College London, a master’s degree in industrial & systems engineering and a MBA (Nanyang Fellows) from universities in Singapore. Kok Wan is also alumni of The Wharton School where he attended the Advanced Management Programme in the fall of 2016.
