National Intellectual Property Administration of the People’s Republic of China (CNIPA)
Dr. Shen is an Academician of the Chinese Academy of Sciences, Winner of the National Science Fund for Distinguished Young Scholars, Chief Scientist of the National Basic Research Program of China (973 Program).
Dr. Shen received his Ph.D. Degree from Dalian University of Technology in 1990, and started his career in Zhengzhou University of Technology in August of the same year. He was appointed as professor and entitled as an expert who enjoys the state council special allowances in 1993. In 1994, he was honored as ìNational Middle-aged and Young Expert making Outstanding Contributionî. In 1996, he was entitled as Ph.D. Supervisor and selected into the first batch of Talents Project of China. Dr. Shen was appointed as Vice President of Zhengzhou University of Technology in February 1997, Executive Vice President of Zhengzhou University in July 2000, and President of Zhengzhou University in February 2003. Dr. Shen was elected as an Academician of the Chinese Academy of Sciences in 2009 and appointed as President of Dalian University of Technology in August 2012. Dr. Shen has served as Commissioner of State Intellectual Property Office of China (SIPO, currently known as the National Intellectual Administration of China, CNIPA) since December 2013. In March 2018, Dr. Shen was appointed as member of the CPC Leading Group of the State Administration for Market Regulation of China (SAMR) and Commissioner and Deputy Secretary of CPC Leading Group of CNIPA.
Dr. Shen is also a delegate of the 17th, 18th and 19th National Congress of the Communist Party of China (CPC), an Alternate Member of the CPC Central Committee and a delegate of the 10th National Peopleís Congress.
